Our Customers

We have many years of successful projects with large organizations in both the public and the private sector. Below we have listed many of them according to their various types of engagement.

1. Energy Research

California Energy Commission.  In partnership with The Rand Corporation, we performed an evaluation of the state’s ARFVT Program to improve the usage of alternative and renewable fuels and decrease greenhouse gas emissions, 2012-2016.

Sacramento Municipal Utility District (SMUD).  In partnership with Black and Veatch, Advent performed development work on a Reference Manual for a PowerClerk program used in the administration of solar powered distributed energy applications, 2016.

California Public Utilities Commission.  In partnership with Energy and Environmental Economics (e3), we performed research and produced several focused evaluations of the Net Energy Metering Program in California, 2013-2015.  

California Public Utilities Commission.  In partnership with Black and Veatch, we performed research and produced a two-year summary report on the California Solar Initiative, 2012.  

California Public Utilities Commission.  In partnership with Navigant Consulting, we assessed multi-family affordable solar housing and single-family affordable home solar energy programs of the California Solar Initiative. 

Sacramento Municipal Utility District.  In partnership with Nexant, we assessed the impact and effectiveness of the EnergyStar Program throughout the company’s area of operations. 

California Energy Commission.  In partnership with TIAX, we developed an analytical framework to evaluate the sustainability of transportation fuels. 

California Energy Commission.  In partnership with TIAX, we performed a comprehensive cost-benefit analysis of California’s Self-Generation Incentive Program. 

California Energy Commission.  In partnership with TSS, we provided a technical review of best practices research methodologies, findings and conclusions and the final composition of a technical report entitled Alcohol fuel production from biomass:  Assessment of conversion technologies.  

2. Human Resources Assessment and Development

California Department of Alcohol and Other Drugs.  In partnership with ONTRACK, we completed statewide analyses of core competencies and of development needs of local government drug treatment services, 2008 to present.

California Department of General Services.  In partnership with MGT America, we conducted an organizational assessment of human resource operations and made specific recommendations for improvement in efficiency and effectiveness, 2008.

California Department of Transportation (Caltrans). We developed a study guide for a multiple-choice test entitled the Associate Caltrans Administrator Examination. 

California Highway Patrol.  Job analysis and development of physical standards for Officers who are returning from work-related disabilities.

U.S. Bureau of Census.  Personnel test development and validation study of English language proficiency for the selection of Census Enumerators.

California Department of Corrections and Rehabilitation.  Statewide analysis of the Correctional Counselor series of job classifications throughout the state prison system.

Sacramento Municipal Utility District.  Analysis of physical skill and ability requirements, development of physical performance examinations, and a physical conditioning program for Security Officers who patrol Nuclear Power Plant sites.

Transportation Security Administration, U.S. Department of Homeland Security.  Organized and managed assessment centers for the selection of airport security screeners in the Midwest Region.

Hyatt Hotels International.  Developed models of core hotel competencies around the world, and designed training programs on competency-based interviewing and selection.

Alegent Health Services.  Developed competency models and designed Internet-based selection procedures for healthcare support jobs in hospital settings.United Airlines.  Training and evaluation of leadership competencies in assessment centers for Purser selection.

Northwest Airlines.  Training and evaluation of leadership skills in assessment centers for the selection of Purser candidates.

Thomson Newspapers.  Developed a competency model of regional sales manager jobs at locations nationwide, 360-degree assessment and feedback, and development action planning.

Delta Air Lines.  Assessment and training for sales managers and executives in supervisory skills, performance management, and development action planning.

Investors Bank and Trust Co.  Development of an automated telephone-based recruitment and screening system for brokerage accountants.

Uniprise Corp.  Automated telephonic system for nationwide recruitment and selection of insurance processing and customer service personnel.

California Department of Forestry and Fire Protection.  Competency modeling, 360-degree assessment and developmental coaching for senior and executive managers.

United Parcel Service.  Succession management system design and assessment of negotiation competencies.

Sybase, Inc. Competency modeling and development and validation of an employment test for selection of software engineers.

California Commission on Police Officer Standards and Training (POST). Field validation of three self-paced computer training courses on law enforcement.

National Semiconductor Corporation.  Development of a competency model for risk management administration.

3. Organizational Interventions

California Department of Corrections and Rehabilitation.  We performed project management, program evaluation, data management, reporting and analysis in a pilot study related to the rehabilitation of inmates from the state prison system using a community-based coalition approach. 

California Commission on Police Officer Standards and Training (POST).  Facilitated the creation of strategies for statewide deployment of automated training programs to local law enforcement agencies. California Department of Corrections.  In partnership with Price Waterhouse, designed an approach for the facilitation and development of a strategic plan for training and development.  

California Energy Commission.  In partnership with The Resources Company, guided the development of a comprehensive strategic business plan. Publication Number P102-97-001 was available at  http://www.energy.ca.gov/reports/strategicplan/index.html. 

California State Teachers Retirement System.  Strategic human resources planning combined with a comprehensive analysis of jobs, pay classifications, and the identification of core competencies. 

California Department of Transportation.  Facilitation of business process analysis and redesign for human resource department including personnel selection, training, and records processing. 

California State Controllers Office. In partnership with The Resources Company, guided development of a strategic business plan 

Lewis Industries, Inc. Human resources policies & procedures, and strategic management and marketing planning. 

Pacific Bell Telephone Co.  Facilitation of a strategic business plan for a large administrative center. California Department of Pesticide Regulation. In partnership with The Resources Company, guided the development and deployment of a comprehensive strategic business plan.  A summary report is available athttp://www.cdpr.ca.gov/docs/planning/strg_pln. 

California Department of Forestry and Fire Protection. Readiness assessment for development of an information systems strategic plan.    

American Quality Manufacturing Co. Introduction of total quality management practices.  

BHP Minerals (Broken Hill Proprietary, Ltd.).  Introduction of total quality management and facilitation of quality improvement teams.  

4. Organizational Research

The Annie E. Casey Foundation. Application of field research and program evaluation methodologies for an assessment of “best practice” innovations by children’s welfare services agencies in the State of Michigan and Hamilton Co., Ohio. 

State of Alaska Department of Administration. Provided a detailed analysis of employee annual salary across two years comparing Alaska with the Puget Sound regional employment market. 

California Commission on Teacher Credentialing. Analysis of organizational effectiveness including work processes and management practices, and the identification of specific improvement opportunities. 

California Bureau of Security and Investigative Services. Organizational research, data analysis, and regulatory review report for the State Legislature. 

California Committee on Dental Auxiliaries. Organizational analysis, strategic planning, and regulatory review report for the State Legislature. 

California Board of Dental Examiners. Strategic planning and regulatory review. 

California Bureau of Home Furnishings and Thermal Insulation. Organizational research, data analysis, facilitation of a strategic plan, and regulatory review. 

California Bureau of Electronic and Appliance Repair. Organizational research, data analysis, facilitation of a strategic plan, and regulatory review. 

California State Board of Control. In partnership with Price Waterhouse, performed a management study, business process analysis and redesign.

California Public Utilities Commission. Organizational analysis and program design. 

5. Analytical Studies

California Health and Human Services Department.  In partnership with Ontrack Program Services, Advent evaluated state-wide mental health treatment services in accordance with requirements of the Substance Abuse and Mental Health Services Administration (SAMSHA) and following the scientific model of the National Registry of Evidence-based Programs and Practices (NREPP), 2016 to present. 

California Department of Alcohol and Other Drugs.  In partnership with Ontrack Program Services and Shields for Families, Advent designed a comprehensive research methodology for the assessment of the Exodus Family Treatment Program effectiveness across the State of California, 2011. 

California Department of Industrial Relations. We performed research in an analytical study of disability evaluation and medical treatment in California Workers' Compensation System in partnership with The Rand Corporation. 

State of Alaska Department of Administration. Analysis of national and regional economic trends in public sector labor union negotiations. 

State of Alaska Department of Administration. Analysis of future national and regional issues in personnel recruitment for public sector organizations. 

California Trade and Commerce Agency. Manufacturing competitiveness network planning study.

6. Non-Profit and Community

  • Diocesan Pastoral Council of Sacramento.  Mrs. Bowers served as Chair-person on the Council as a lay representative of the southern deaneries in the Diocese. 
  • Cristo Rey Catholic High School of Sacramento. Mrs. Bowers served as Member, Board of Directors from 2008 to 2013. 
  • Mercy Educational Resource Center. Dr. Bowers served as President, Board of Directors for a non-profit educational services organization founded by the Sisters of Mercy, Auburn, CA. 
  • Families in Self Help (FISH). Organizational development and business planning assistance to a non-profit that provided language, vocational, and healthcare instruction to recently arrived refugee-immigrant families to help them become financially self-sufficient. 
  • Wheaton Franciscan Sisters. Organizational development consulting assistance on a variety of programs, including the planning and logistics for establishing a healthcare mission (Upendo Village) in Kenya, Africa to combat AIDS. 
  • Association for Service Disabled Veterans. Dr. Bowers served as a Regional Counselor to disabled veterans. 
  • Glaucoma Research Foundation. Human resources analysis and planning study designed to facilitate organizational growth and improve internal efficiency.
  • Californians for Better Transportation. Facilitation of a strategic business plan for a non-profit organization of professionals in the transportation industry. 
  • Bay Area Organizational Development Network. Dr. Bowers served as Chairman of the Executive Steering Committee; chaired an annual regional convention; and initiated the development of a comprehensive strategic business plan.
