1. Human Resources Assessment and Development

California Department of Alcohol and Other Drugs.  In partnership with ONTRACK, completed statewide analyses of core competencies and of development needs of local government drug treatment services, 2008 to present.

California Department of General Services.  In partnership with MGT America, conducted an organizational assessment of human resource operations and make specific recommendations for improvement in efficiency and effectiveness, 2008.

California Department of Transportation (Caltrans).  Development of a study guide for a multiple-choice test entitled the Associate Caltrans Administrator Examination, 2005.

California Highway Patrol.  Job analysis and development of physical standards for Officers who are returning from work-related disabilities, 2005.

U.S. Bureau of Census.  Personnel test development and validation study of English language proficiency for the selection of Census Enumerators, 2005.

California Department of Corrections and Rehabilitation.  Job analysis study of the Correctional Counselor series of classifications throughout the state prison system.  2005.

Sacramento Municipal Utility District.  Analysis of physical skill and ability requirements, development of physical performance examinations, and a physical conditioning program for Security Officers who patrol Nuclear Power Plant sites, 2004-2005.

Transportation Security Administration, U.S. Department of Homeland Security.  Organized and managed assessment centers for the selection of airport security screeners in the Midwest Region, 2003-04.

Hyatt Hotels International.  Developed models of core hotel competencies around the world, and designed training programs on competency-based interviewing and selection, 2001.

Alegent Health Services.  Developed competency models and designed Internet-based selection procedures for healthcare support jobs in hospital settings, 2001.

United Airlines.  Training and evaluation of leadership competencies in assessment centers for Purser selection, 2001.

Northwest Airlines.  Training and evaluation of leadership skills in assessment centers for the selection of Purser candidates, 2001.

Thomson Newspapers.  Developed a competency model of regional sales manager jobs at locations nationwide, 360-degree assessment and feedback, and development action planning, 1999.

Delta Air Lines.  Assessment and training for sales managers and executives in supervisory skills, performance management, and development action planning, 1999.

Investors Bank and Trust Co.  Development of an automated telephone-based recruitment and screening system for brokerage accountants, 1999.

Uniprise Corp.  Automated telephonic system for nationwide recruitment and selection of insurance processing and customer service personnel, 1999.

California Department of Forestry and Fire Protection.  Competency modeling, 360-degree assessment and developmental coaching for senior and executive managers, 1994-96.

United Parcel Service.  Succession management system design and assessment of negotiation competencies, 1999.

Sybase, Inc. Competency modeling and development and validation of an employment test for selection of software engineers, 1993.

California Commission on Police Officer Standards and Training (POST). Validation of three self-paced computer-based training courses on law enforcement, 1994.

National Semiconductor Corporation.  Development of a competency model for risk management administration, 1993.

2.  Organizational Interventions

California Department of Corrections and Rehabilitation.  Project management, program evaluation, data management, reporting and analysis in a pilot study related to the rehabilitation of inmates from the state prison system using a community-based coalition approach, 2007 – 2008.

California Commission on Police Officer Standards and Training (POST).  Facilitated the creation of strategies for statewide deployment of automated training programs to local law enforcement agencies, 1998.

California Department of Corrections.  In parnership with Price Waterhouse, designed an approach for the facilitation and development of a strategic plan for training and development, 1997-98.

California State Teachers Retirement System.  Strategic human resources planning combined with a comprehensive analysis of jobs, pay classifications, and the identification of core competencies, 1996.

California Department of Transportation.  Facilitation of business process analysis and redesign for human resource department including personnel selection, training, and records processing, 1996.

California State Controllers Office.  In parnership with The Resources Company, guided development of a strategic business plan, 1995

Pacific Bell Telephone Co.  Facilitation of a strategic business plan for a large administrative center, 1996.

BHP Minerals (Broken Hill Proprietary, Ltd.).  Introduction of total quality management and facilitation of quality improvement teams, 1992.

State of Alaska Department of Administration.  Provided a detailed analysis of employee annual salary across two years comparing Alaska with the Puget Sound regional employment market, 2004.

California Commission on Teacher Credentialing.  Analysis of organizational effectiveness including work processes and management practices, and the identification of specific improvement opportunities, 1997.

California Bureau of Security and Investigative Services.  Organizational research, data analysis, and regulatory review report for the State Legislature, 1997.

State of Alaska Department of Administration.  Analysis of national and regional economic trends in public sector labor union negotiations, 2003.

State of Alaska Department of Administration.  Analysis of future national and regional issues in personnel recruitment for public sector organizations, 2003.

California Air Resources Board.  Heavy-duty vehicle fleet characterization in the South Coast Air Basin, 1997-98.

California Energy Commission. Econometric study of an emission market simulation model, 1997.  Econometric study of an alternative fuels and transportation model, 1996.

California Air Resources Board.  Management study and assessment of the effects of proposed locomotive regulations on goods transport modes and locomotive emissions, 1995.

Mercy Educational Resource Center.  Dr. Bowers served as President, Board of Directors for a non-profit educational organization founded by the Sisters of Mercy, Auburn, CA, 2005 to 2009.

Cristo Rey Catholic High School of Sacramento.  Mrs. Bowers serves as Member, Board of Directors from 2008 to the present.

Families in Self Help (FISH).  Organizational development and business planning assistance to a non-profit that provided language, vocational, and healthcare instruction to recently arrived refugee-immigrant families to help them become financially self-sufficient, 2004-2005.

Wheaton Franciscan Sisters.  Organizational development consulting assistance on a variety of programs, including the planning and logistics for establishing a healthcare mission (Upendo Village) in Kenya, Africa to combat AIDS, 2002-2004.

Orlando Third Order Carmelite Community.  Survey and feedback of community perceptions and opinions, 2000.

Association for Service Disabled Veterans.  Dr. Bowers served pro bono as a Regional Counselor, 1992-1998.

Glaucoma Research Foundation.  Human resources analysis and planning study designed to facilitate organizational growth and improve internal efficiency, 1997.

Californians for Better Transportation.  Facilitation of a strategic business plan for a non-profit organization of professionals in the transportation industry, 1996.

Bay Area Organizational Development Network.  Dr. Bowers served as Chairman of the Executive Steering Committee; initiated the development of a comprehensive strategic business plan, 1992-94.
